When publishing a custom workflow using SharePoint Designer 2013. This error thrown.

Checked Central Admin > Manage Service Application. The “App Management Service” is started. (weird)
Checked the “Configure service application associations”, “App Management Service” is already associated.
Then i checked the “Manage Services on server” and noticed that the “App Management Service” is STOPPED.
Resolution
Start the “App Management Service” and now the workflow can be published with no error!
